About the Staff
Jeff Wise
Jeff Wise, JD, President & CEO of NYSRA, has worked for two decades in government and the not-for-profit sector, concentrating on matters of public policy, legislation, and fiscal issues related to the human services field. For several years after his graduation from law school he served as member of the legal staff of the New York State Law Revision Commission in Albany. During his tenure with the Commission he was the principal attorney on a project to study and recommend changes to state criminal procedure statutes affecting criminal defendants with developmental disabilities, as well as surrogate decision-making issues and areas of state tort law. While a legislative liaison and later executive of a state primary care association, he worked on matters of health care policy and financing regarding New York's most vulnerable populations. For several years prior to joining NYSRA he was an Albany policy analyst and legislative representative for the Manhattan-based Coalition for the Homeless. Wise earned his Bachelor's Degree in Philosophy from the State University College at Potsdam his Juris Doctor degree from Albany Law School of Union University.

Patricia Dowse
Patricia M. Dowse, Vice President, has been with NYSRA since March of 1994. Ms. Dowse received her MS in Rehabilitation Counseling from the University at Albany, New York in 1984. She has professional experience in the rehabilitation field spanning over 20 years where her work included vocational rehabilitation services administration and delivery in the area of developmental disabilities, mental health, substance abuse treatment, and legal systems.
At NYSRA, Ms. Dowse coordinates and facilitates the information flow between association members and the State and federal policy makers as staff liaison to the Vocational Rehabilitation, Mental Health, Mental Retardation Developmental Disabilities, Vision Services Policy Divisions and Deaf Hard of Hearing Focus Group. In this role she serves on various State Advisory Councils and Policy Task Forces reviewing, developing, implementing and or changing Statewide systems and regulations as necessary.

Jennifer Ivery
Jennifer Ivery joined NYSRA in March 2000 serving as the Association's Office Manager responsible for office operations, meeting planning and assisting with numerous association activities. Currently, Ms. Ivery is the Executive Assistant to NYSRA's President and CEO to coordinate a variety of projects, provide administrative support and promote membership services. Ms. Ivery holds an Associates Degree in Public Communications and has ten years of administrative experience in the healthcare and human service fields.

Stacie Muscolino
Stacie Muscolino joined NYSRA in July 2005 as Association's Administrative Assistant. Stacie has spent a total of 4 years in the Hospitality industry starting as an intern in the Special Events department on Amelia Island Plantation, FL playing an active role in events that were unlike everyday meetings. These included corporate themed events like Thriving in the Jungle, where an entire ballroom was changed into a tropical rain forest to include exotic animals and plants nightly and the professional Bausch and Lomb tennis tournament, a yearly event that spans 1 week and hosts everyday guests to famous names. Stacie moved on to work for the Albany County Convention and Visitors bureau as their Conventions Services Coordinator, taking part in events like the NCAA hockey championship and MAAC basketball championships. After graduating from Schenectady County Community College with an Associates degree in Travel and Tourism, Stacie returned to Florida and started at the Hilton Jacksonville as a Human Resources Coordinator; moved up to a Sales Assistant and then finally to Convention Services Coordinator where she planned weddings, meetings, Georgia/Florida football game and all events, big and small. Stacie's last stop before joining NYSRA was at Lowe's where she started as the Human Resources Coordinator and moved through the ranks to Department of Administration and then to Senior Management as the store's HR Manager.

Anita Rabinoff-Goldman
Anita Rabinoff-Goldman, Administrative Coordinator, comes to RRTI with many years of administrative and managerial experience in the private sector. She was the office manager of a large Chiropractic office in Albany for over 20 years and subsequently the Business Manager of a private school in the Capital District. Anita is also the owner of a fiberarts business. She is happy to be able to bring her organizational and marketing experience to the Job Readiness and Support program at RRTI.
